What is the difference between two IELTS task 2 question types above?

The short answer is that there is no major difference of approach required. If the question was “Do you agree or disagree?” Then you can still answer in your conclusion that “There are strong arguments on both sides of the issue, but I tend to think that…” you can always agree to some extent. Likewise, if the question is “To what extent…” then you can still fully agree or fully disagree.
